Minutes of previous meeting:  Agreed as correct.

1.       Correspondence

1.1.       Noted that Market Deeping had appealed against the imposition of 0-3 match awards on all team for the first two Saturdays of the season for failing to pay a league fine on time.  The penalties were upheld by the Appeal Subcommittee, but were suspended for the 2nd and 3rd teams as only the 1st team was the origin of the original fine.

2.       Playing matters

2.1.       East Men’s League
3-5SW
Minor issues with results reporting, and a complaint about changing umpires at half-time, all resolved. 
Vauxhall have an outstanding fine for failure to supply Captains’ details, and CG will  chase this.
7-9SW 
Confirmed that if a higher team has to cancel for reasons other than a shortage of players, lower team games still stand. 
Points have been deducted from Shefford & Sandy 3 and from MBDA for persistently late teamsheets.
5-7NW
A number of warnings have been issued for late results and teamsheets. 
Horncastle postponed a match with Ely without prior agreement from the League;  the game will therefore be awarded to Ely unless an acceptable explanation is provided by Horncastle.
3-6SE
A match was awarded against Plashet 1 for fielding a player within the16 day minimum red card ban;  the Essex CDA was also notified. 
Chelmsford 3 have been warned for not regularly providing EHL teamsheets to the League Manager, and likewise East London 2 for East teamsheets. 
Braintree 2 have been deducted one point for persistently late teamsheets.
There have been several complaints about the lines and lighting at Mile End Stadium;  PS is to ask East London to take action to improve matters.
7-10SE 
Matches have been awarded against Romford 3 and Havering 5 for unfairly doubling up players. 
A match has been awarded against Plashet 2 for doubling up 4 players without prior consent and whilst having a substitute;  this is being further investigated by SMe/PS in light of possible inconsistencies on teamsheets.

2.2.       East Women’s League
Premier

Cambridge University has raised a Disrepute Complaint with the East CDA against an East Umpire for failing to control a game safely. 
The new EHL teamsheet requirements are being met by all teams.
1S, 1N 
Sevenoaks 2 have been warned for not submitting EHL teamsheets on time.
2NE, 2NW
Lincoln 2 conceded two games for lack of players, but there have been no problems since.
2SE, SW
Old de Ferrians postponed a match against Bishops Stortford without League agreement, so awarded 3-0 to Stortford.

3.       League structure and organisation

3.1.       The East Women’s Ladies League has concerns that variations in County Ladies League rules may be affecting East League teams, in so far as restrictions on playing up and playing down are concerned.  TW to briefly review the relevant rules.


4.       Finance

4.1.       Fines are outstanding from a number of Clubs.  SMe to mail 7-day notices if necessary.

4.2.       Kent CHA has offered to collect East League fees at the same time as South League fees at the end of October.  However, it was agreed that  it is essential for all clubs to comply with the same deadline of payment before the season starts.  TW to thank Kent but decline.

5.       Umpiring

5.1.       Nothing to report (but see 2.2 above).

6.       Discipline

6.1.       Cards to date:  EML 316Y and 10R/MMO,  EWL 38Y 1R.

7.       Rule changes for 2009-10

7.1.       Rule 3.1 change already agreed

7.2.       Rule 5.3 change already agreed

7.3.       Agreed that Rule 2 should be amended to make clear that failures to pay by one half of a joint club would not lead to penalties applied to the other half.

7.4.       Agreed to resolve the differences in Rule 4.4 between the two Leagues by adopting a warning, then a fine, then a point deduction sequence for both Leagues.  TW to draft a proposal for the next meeting.

7.5.       Agreed that TW would prepare a complete revision of the rules for consideration over the next couple of seasons, aiming to simplify and clarify present rules but with minimum changes in meaning. 

8.       Presentation Day: 

8.1.       Vauxhall Sports Club is not available for the date required and would in any case require a considerable fee.  Agreed to switch to Letchworth HC to satisfy the requirement to hold the 2009 AGM in the north central area of the Region.  RN to check availability.

9.       East Management:

9.1.       No meeting so far this season..

10.    Future meetings:  Committee at Stansted Hilton 5th Feb, 16th Apr;  AGM 7th June, Letchworth HC.
